The health sector in Libya was a newly adopter of total quality management (TQM), although the level of progress made toward full implementation is unknown. Since employee performance is a good indicator of the quality management system's efficacy, there is a clear need for more research in this area. The literature suggests that Total quality management's implementation as a management system has a significant influence in inspiring and empowering workers to provide their best work.
