Therefore, in countries emerging from conflict, attention must be directed toward vulnerable people who have suffered discrimination or marginalization; minority groups tend to be the most vulnerable. This study argues that a democratic system is the best solution for dealing with minorities in all forms within the state. On the one hand, minorities will be the first victims of any failed states. On the other hand, minorities' rights are more likely to be guaranteed and protected if there is a solid democratic and effective state. A democratic system provides minorities opportunities for political action and effective political participation. Moreover, a democratic system guarantees specific minority rights in constitutions. Also, it obliges the state to follow the rule of law
