| dc.description | Therefore, in countries emerging from conflict, attention must be directed toward vulnerable people who have suffered discrimination or marginalization; minority groups tend to be the most vulnerable. This study argues that a democratic system is the best solution for dealing with minorities in all forms within the state. On the one hand, minorities will be the first victims of any failed states. On the other hand, minorities' rights are more likely to be guaranteed and protected if there is a solid democratic and effective state. A democratic system provides minorities opportunities for political action and effective political participation. Moreover, a democratic system guarantees specific minority rights in constitutions. | dc.description.abstract | Political and armed conflict in Libya after the 2011 events have been characterized by serious human rights violations and the ignoring of norms of international humanitarian law. "Legislative frameworks" in Libya post-conflict often show accumulated signs of neglect and political distortion, contain discriminatory elements, and rarely reflect the requirements of international human rights. Such an environment can be a breeding ground for serious criminality, and ethnic tensions may reemerge in the post-conflict period and manifest themselves as revenge attacks, crimes, and attacks on personal and cultural property. | |
