Applying the methodology of the study The study results to contribute to recognize the reality of the completion of projects in Libya systems, and their success in achieving the objectives of the project owner or not to reduce the fiscal budget overrun, as well as not to reduce or overcome the period of implementation of the projects.Construction project passes through several stages until completed and becomes the origin of lead-based functions, and that requires a collaborative effort and regulatory and contractual large number of stakeholders to the project or what is called the parties to the project owner, designer and general contractor and the soles and suppliers etc. Also, it must be integrated phases of the project in a good and efficient administrative system until the completion of the project and achieve the desired goals, and it shall be the owner that follows the regulatory framework or the so-called project delivery systems completion of projects commensurate with legitimate. The commonly project delivery system are used Design-Bid - Build system (DBB) as well as the so-called traditional system and the other is design-build (DB) system.
