Given the importance of this contract, the researcher, within a descriptive and analytical framework, raises an issue related to the extent of the availability of appropriate legal regulation for this contract and the impact of this regulation on practical reality through a set of objectives, the most important of which are: A statement of the legal adaptation of the B.O.T contract and an analysis of the legal and practical framework governing it, represented by a set of provisions issued on the most prominent issues that have raised problems with this contract (the case of the Kuwaiti company Khurafi with the Libyan state).
