customer satisfaction and community. The study also showed through the linear
regression analysis that there is a positive statistical significance between all the
variables of the TQM which the researcher has adopted in this study and the
organization of project management practice the TQM in that organization. The study
also recommended that there is a necessity in the increase of the interest of the ministry
and pay more attention to application of the TQM in the Libyan Ministry of Housing
and Utilities. Pay more attention to the culture of awareness in the concept of the TQM
and give the employees a chance to take part in the process of decision making and
provide the potentialities to the operation of change in order to provide the best service
to the customer
