his study theoretically contributes to and improves the academic body of knowledge in the information systems (IS) field. Numerous studies have explored the implementation of CC in the private sector, but there have been few studies in the public sector, especially for the Libyan e-gov. By utilising the proposed CC adoption, outcomes of the literature are expected to serve as a basis for researchers to explore the current adoption status of CC in governments, not only in Libya but worldwide. This new knowledge is particularly significant for developing nations, notably Libya and other Mediterranean regions, as well as Arab Union countries
