U.S. foreign policy toward the Arab world has witnessed a qualitative transformation in its tools and
mechanisms. Reliance is no longer limited to traditional hard power instruments; rather, soft power
has emerged as an effective strategic tool for achieving influence and long term impact through
indirect means. Accordingly, this study, “The Role of Soft Power in American Foreign Policy "The
Arab Wor d as a Case Study"” undertakes an examination and analysis of soft power tools in the
implementation of U.S. foreign policy toward the Arab world, clarifying the direct and indirect effects
of these tools and the implications of their use for Arab national securitysecurity.
This study is based on a fundamental hypothesis that the United States’ employment of soft power
tools toward the Arab world constitutes one of the principal approaches to influencing the political,
security, economic, social, and cultural struc tures of the Arab world, in a manner that is reflected
directly and indirectly on the Arab national security system system.
The study aims to analyze the conceptual and theoretical framework of soft power and to identify its
various tools in U.S. foreign policy t oward the Arab world, with a focus on cultural, media,
educational, economic, and security tools, as well as civil society organizations. It also seeks to
uncover the mechanisms of their employment and the contexts of their use. Furthermore, the study
ende avors to monitor the effects resulting from the use of these tools and to analyze their implications
for cultural identity, social cohesion, and political and economic stability, in addition to examining
their impact on the security structure of the Arab w orldorld.
Accordingly, the study adopts the descriptive
analytical approach alongside the case study method,
while also benefiting from the historical method to trace the development of soft power employment
in U.S. foreign policy. The findings of the study re veal that soft power represents a central pattern of
power in contemporary international relations, and that the United States has succeeded in employing
an integrated system of soft power tools within the Arab world. This has included influencing
economic policies, directing development trajectories, and reinforcing patterns of economic
dependency, as well as affecting security structures through the reshaping of security concepts and the
guidance of threat and stability priorities priorities.
The study concludes tha
t the intensive and systematic use of U.S. soft power tools has contributed to
deepening manifestations of cultural, economic, and security penetration in a number of Arab states,
generating several challenges that affect Arab national security in its comp rehensive dimensions. This
necessitates the formulation of integrated Arab strategies to confront these effects and to strengthen the
foundations of cultural, economic, and security security, in a manner that ensures the preservation of
Arab identity, poli tical and economic independence, and the protection of Arab national security in the
face of various external challenges challenges.
