The urban reality of our home changes with time as like as the situation in adjacentcountries.The security and military conditions of the country during the last few years were the main causes. Other issues such as suddenly fluctuations of culture and thoughtful of Libyan people are also involved as consequence of many factors (e.g. economy and politics). Furthermore, a list of problems including planning, housing and urbanism are concerned . The most socially and environmentally altered the country is the scattered buildings, which was recorded in some cities of the country during the last decades. The situation became more worse than before and widely distributed and correspondingly increased with time as result of absence of legal control. The issue should be addressed, controlled and organised by planning administration.
The aim of this study is to identify the scattered buildings and their construction under unstable environment. The study also aims to address the planning and construction methods of scattered buildings and difficulties (e.g. providing compulsory services such as water and dewatering pumping) that existed by this phenomenon. The study defines traffic struggles that are closely formed to the high ways as result of unpermitted constructions , and provides the sufficient solutions to reduce hazards. Therefore the case existing as planning problem that must be studied in detail and provide the adequate solutions to stop and reduce its distribution.
The research focused on three parts including: planning urban, scattered building and Sustainable planning. Gharyan city was taken as case study to classify the causes that were behind the scattered buildings in the city. Thus the reasons were summarized as following: no update on planning was performed, delay of performance of residential plans within a specific time, the country was plunged into chaos, increasing of population in the country and absence of government authority.
