dc.descriptionE-Government is a way for governments to use information and communication technologies to provide people with more convenient access to government information and services. Cloud computing is a new computing model that enables on demand delivery of computing resources as services on scalable, elastic manner and available over provider’s data centres. Cloud computing from its benefits overview is considered by some researchers as a solution for some of major barriers of E-Government projects like: unavailability of required infrastructure, unavailability of E-Governance applications, unavailability of trained workforce in IT and unavailability of required funds. However, the adoption of cloud computing in E-Government could have some challenges and risks which may affect the E-Government projects. In this thesis a framework called ICECR is introduced to identify and control risks of cloud based E-Government projects. A prototype tool based on the proposed framework is also built. The ICECR framework has been evaluated using focus group technique. Using the ICECR framework makes the process of identifying and controlling cloud based E-Government risks easy and robust.
