تهدف هذه الدراسة إلى تحليل دور المنظمات الدولية، وبشكل خاص الأمم المتحدة، في بناء السلام في
ليبيا بعد عام 2011 ، في ظل التحولات السياسية والأمنية العميقة التي شهدتها البلاد عقب سقوط النظام
السابق. وتسعى الدراسة إلى تقييم فعالية التدخلات الأممية السياسية والإنسانية، ومدى إسهامها في دعم
الاستقرار وإعادة بناء مؤسسات الدولة، مع التركيز على الآليات والمبادرات التي اعتمدتها الأمم المتحدة
في بناء السلام ، كما تسلط الضوء على التحديات البنيوية والسياسية والأمنية والاقتصادية التي حدّت من
تحقيق السلام المستدام، مثل الانقسامات الداخلية وتضارب المصالح الإقليمية والدولية. وتعتمد الدراسة
على المنهج الوصفي التحليلي ومنهج دراسة الحالة لتحليل الوثائق والتقارير الأممية ذات الصلة، مع
محاولة الربط بين النظرية والتطبيق. وتشير النتائج إلى أن دور الأمم المتحدة كان محوريًا لكنه محدود
الأثر، مما يستدعي تطوير استراتيجيات أكثر توافقًا مع الواقع المحلي لتعزيز فعالية جهود بناء السلام
واستدامتها على المدى الطويل.
Study Abstract
This study aims to analyze the role of International organizations, particularly the United
Nations, In peacebuilding in Libya after 2011, in the context of the profound political and
security transformations the country experienced following the fall of the former regime.
The study seeks to assess the effectiveness of UN political and humanitarian interventions
and their contribution to supporting stability and rebuilding state institutions, with a focus
on the mechanisms and initiatives employed by the United Nations in managing the Libyan
conflict. It also highlights the structural, political, security, and economic challenges that
have limited the achievement of sustainable peace, such as internal divisions and conflicting
regional and international interests. The study relies on a descriptive-analytical method and
the case study approach to examine relevant UN documents and reports, while attempting to
bridge theory and practice. The findings indicate that the UN’s role was pivotal but its impact
remained limited, necessitating the development of strategies better aligned with the local
context to enhance the effectiveness and sustainability of peacebuilding efforts in the long
term.
